No, this skull is what is referred to as a proto-nazca deformed skull c 200-100 bc. Several cultures seemed to deform skulls for the ruling class people. It was supposed to mean they were more intelligent if they had cone type heads.
I guess my thought on this is where did these cultures get the idea to do this. Did they wake up one day and say "Wow we need cone heads because we are smarter." Is it alien interaction with the locals that started this or did it represent a type of religious thing. Who knows.
It would be an interesting study to find out why, if that is possible.
